Yes. Test banks, sample accounts and all API endpoints are unlimited and free in the sandbox. You're only charged for live transactions.
Silver is ₺3,700/mo and includes 2,000 transactions, with overage of ₺1 (2,000–3,500) and ₺0.90 (3,500–5,000). Gold is ₺7,800/mo with 10,000 transactions and tiered overage that drops ₺0.48 → ₺0.35 → ₺0.28. Gold is far cheaper per unit at high volume.
